Terms of Reference (TORs)

The M&E Officer will be responsible for overall research, monitoring, and learning of all RF programs:

Develop research framework and design data collection tools for all RF programs.
Conduct qualitative and quantitative data collection, sorting, punching and analysis.
Prepare activities and sub-activities to achieve set goals and objectives of RF programs.
Regular field monitoring to ensure activities are carried out as per defined objectives and report deviations with corrective measures.
Develop monthly and quarterly reporting formats to gauge performance against indicators.
Document good practices through case studies, pictorial, audio-visual and other means.
Keep and update beneficiary profiles and evaluate pre and post-training impact.
Conduct internal evaluations and suggest mid-course corrections when needed.
Prepare periodic progress reports for internal and external stakeholders.
Coordinate and facilitate field visits and provide information to authorities as required.
Facilitate external evaluation teams nominated by partner organizations.

Key Deliverables

MEAL frameworks and tools developed and implemented
Quality monitoring visits conducted and reports submitted
Baseline, endline, assessments and evaluations completed
Program performance reports produced on schedule
Beneficiary database maintained and updated

Bachelor's / Master's degree in Statistics, Economics, Social Sciences, Development Studies, or related discipline
Minimum 3 years of M&E experience
Strong knowledge of quantitative and qualitative research methods
Proficiency in Excel, SPSS, Kobo, ODK, or other data management systems
