1. Examination Assistance for Disabled Candidates

Clause Amended: Page-2, Para-5 (xiii)

New Rule: Visually impaired (blind) candidates who require assistance to attempt the examination on computer are now allowed to appear at:

  • Islamabad Headquarters
  • FPSC Provincial Offices: Karachi, Lahore, Peshawar, and Quetta

This ensures accessibility and inclusivity for disabled candidates by providing them designated centers with necessary facilities.

2. Requests for Change of Examination Centre

New Rule:

  • Requests for change of center will only be entertained if received within 10 days of the closing date of the advertisement.
  • After issuance of Admission Certificates, changes will only be allowed in emergency cases.
  • Applications must be addressed to the Secretary, FPSC, with valid proof/justification.
  • The decision of the Secretary, FPSC shall be final in this regard.

This amendment introduces stricter timelines and emphasizes the authority of the Secretary in finalizing such requests.

3. Scrutiny of Documents & Examination Format

i. Scrutiny of Documents

If the number of applicants is equal to or less than 40, scrutiny of documents will be carried out before the test/exam. Only eligible candidates will be called for the test/exam.

ii. Examination Format

All posts will now have MCQ-based tests with specific thresholds and negative marking.

General Management Posts Single MCQ Paper – 200 Marks, 200 Minutes. Part-I (English = 20%, Public Administration/Office Management/HRM/Financial Management/IT = 30%), Part-II (Professional = 50%). Passing threshold: 40% in each part. Negative marking: 0.25 per wrong answer.
Teaching Posts Single MCQ Paper – 200 Marks, 200 Minutes. Part-I (English = 20%, Teaching Methodology = 30%), Part-II (Subject = 50%). Passing threshold: 40% in each part. Negative marking: 0.25 per wrong answer.
Professional Posts (Engineers etc.) Single MCQ Paper – 200 Marks, 200 Minutes. Part-I (English = 20%, General Intelligence = 30%), Part-II (Professional = 50%). Passing threshold: 40% in each part. Negative marking: 0.25 per wrong answer.
BS-20 & 21 All Posts Single MCQ Paper – 200 Marks, 200 Minutes. Part-I (English = 20%, Constitution/Rules of Business, Civil Servants Act & rules, Public Finance, Budgetary Matters, Role of PAO & Head of Department = 30%), Part-II (Job-Oriented Test = 50%). Passing threshold: 50% in each part. Negative marking: 0.25 per wrong answer.

4. Domicile Certificate Requirement

Clause Amended: Page-5, Para-8 (C) (iii)

New Rule:

  • Candidates must produce a self-domicile certificate issued by a competent authority at the time of physical verification of documents.
  • Certificates issued in the name of father or husband will not be accepted for quota allocation.

This ensures that domicile verification is strictly candidate-specific, preventing misuse of quota allocations.
