Eligibility Criteria:
- Citizenship and Age: All men and women holding a CNIC, aged between 18 to 45 years, with business potential in the IT sector.
- Education: A minimum of matriculation or equivalent education is required for businesses related to IT/e-commerce.
Business Type:
- IT-based startups and existing Information and Communication Technology (ICT) businesses in Gilgit-Baltistan.
Loan Limits:
The loan amounts are divided into two tiers, each with its respective pricing for working capital and soft loans:
- Tier 1: Customer pricing not exceeding 5%
- Tier 2: Customer pricing not exceeding 5%
Purpose of Loan:
- Establishing new Information Technology businesses in Gilgit-Baltistan.
- Expanding existing businesses in the region.
Loan-Equity Ratio:
For new business entities:
- Tier 1: 90:10
- Tier 2: 80:20 The borrower's equity can be in the form of cash or transferable/non-transferable property and is necessary for loan approval.
Allocation for Women and Special Persons:
- 25% of loans will be allocated to female borrowers. If no eligible women are available, the loans will be granted to male applicants.
- 5% of loans will be allocated to special persons. If no eligible special persons are available, the loans will be granted to other applicants.
Loan Types:
- Machinery and equipment
- Working capital loans
Loan Tenure:
Up to 3 years.
Repayment:
Based on Equal Monthly Installments (EMI), payable on the 1st of each month.
Fees and Charges:
According to the bank policy.
Security Requirements:
- Tier 1 Loan: Two personal guarantees, including one from a government employee, along with other applicable bank policies.
- Tier 2 Loan: As per the bank's credit policy.
Geographical Coverage:
The entire region of Gilgit-Baltistan.
Required Documents:
Before applying, candidates must have the following documents ready in photo or scanned form:
- Clear photograph
- CNIC (front and back)
- Educational degrees (upload the latest degree)
- Proof of technical skills (if available)
- Experience certificates
- Reference number of the electricity connection at the residential address
- Detailed estimate of total and expected business income and expenses
- Any other source of income (e.g., overseas balance, rental income, agricultural income, etc.)
- Brief business description

- Latest signed financial statement
- Reference number of the electricity connection at the business address
- Recommendation letter from the Chamber of Commerce/Union Association
- Bank account details or bank maintenance certificate

Applications, along with the required documents, should be submitted by August 31, 2024, to the Section Officer (IT) at the Civil Secretariat, Gilgit-Baltistan. After reviewing the applications, successful candidates will be referred to the KCBL for further formalities and loan disbursement.
