Planning & Development Department, Government of Gilgit Baltistan invites applications for the following contractual position for Project Management Unit (PMU) of donor funded Project, Rural Development and Climate Resilience (RD&CR) Project, Gilgit Baltistan funded by AFD - Agence Française de Développement.

Position: Project Director

Qualifications and Experience

Education:

Graduation degree (16 years) in engineering, management sciences, or Project Management, and Development studies. Postgraduation qualification will be preferred.

Experience:

  • Minimum 15 years of professional experience, including:
    • At least 5 years in project management and coordination, preferably in international donor-financed projects.
    • Prior experience in public sector development, preferably managing multi-stakeholder coordination, particularly in Government led donor funded projects is highly desirable.
    • Working in access to basic services (water and sanitation, energy, housing) and community-based infrastructures projects will be an advantage.

Age limit: 55 years Max.

Skills:

  • Strong leadership, planning, and organizational skills.
  • Excellent communication and coordination skills.
  • Good understanding of procurement, Monitoring and Evaluation, and Environmental and Social safeguards.
  • Ability to manage multidisciplinary teams.
  • Ability to listen, facilitate dialogue and work with multiple stakeholders.
  • Ability to work within deadlines.

Key Tasks & Responsibilities

The Project Director in close coordination with the Project Manager (PSU) will lead the Project Management Unit (PMU) and oversee the overall coordination, planning, implementation, and monitoring of the RDCRP. The PD will act as Member cum Secretary of the Project Steering Committee (PSC). The role involves managing a multidisciplinary team, coordinating with implementing partners and stakeholders, ensuring timely delivery of project outputs, and maintaining compliance with donor (AFD) and GoGB policies.

He / She will be overall responsible for:

  1. Leading the multidisciplinary team from the front;
  2. Taking appropriate steps to recruit the staff as per the ToRs in PMU;
  3. Assigning works to various staff of the PMU for achieving the objectives of the Project;
  4. Providing technical, social, and managerial guidance to the team;
  5. Effective coordination with the AKDN and relevant Government partners;
  6. Guiding and supervising activities of project planning, implementation, monitoring, accounting, auditing, and evaluation as per requirement and stipulations of the AFD
  7. Reviewing and consolidating the annual technical and financial reporting, forecast work plan and budget, and related procurement plan
  8. Adhering to quality standards, project timelines, and budgetary requirements as per AFD guidelines.
  9. Timely updating the Project Steering Committee on the progress and challenges and seeking corresponding guidance;
  10. Working with assistance from the FSUs in ensuring the execution of component activities;
  11. Reviewing and seeking approval of AFD on Initiating action on recommendations of the Project Steering Committee and of AFD,
  12. Establishment and monitoring the performance of the Grievance Redressal Cell/Committees
