Job Summary
The Finance and Procurement Officer will be responsible for managing financial and operational matters for the WRAP Project at the WWF-Pakistan Gilgit office. The role includes preparing financial reports, managing procurement processes, maintaining records, and ensuring compliance with organizational policies and regulations.
Duties and Responsibilities
- Voucher Preparation and Expense Management: Prepare and send vouchers for all project office expenses in ACCPAC.
- Financial Reporting: Prepare and send monthly cash and bank reconciliation reports. Prepare and forward monthly fund requisitions on time.
- Cash Management: Keep petty cash and maintain the cash book.
- Project Financial Reporting: Prepare the project's financial report on a monthly basis.
- Tax Compliance: Handle deductions, deposits, and online uploading of tax statements, if applicable.
- Salary Payments: Process salary payments for short-term and part-time staff according to rules and regulations.
- Procurement Management: Make procurements as per project requirements and organizational rules and policies.
- Attendance and Leave Management: Maintain attendance register and leave records of all project office employees.
- Record Keeping: Maintain complete records of advances, medical claims, travel claims, overtime, mobile entitlements, office visitors, consumables, vehicle repairs, and maintenance.
- Asset Management: Keep records and maintain all office assets.
- Supervision: Supervise drivers and office boys in relevant matters.
- Vehicle Monitoring: Prepare and send vehicle monitoring sheets and share with Manager Operations. Ensure vehicles and bikes are in good condition and maintain log books.
- Event Coordination: Arrange meetings, workshops, and events as directed by the supervisor.
- Equipment Maintenance: Ensure the proper functioning of office equipment and appliances such as computers, laptops, printers, scanners, etc.
- Procurement Tracking: Manage procurement of goods, services, and work in Gilgit offices. Update the procurement tracker on Google Sheets daily.
- Procurement Plan Maintenance: Maintain and update the Procurement Plan. Assist in preparing PRF, CRF, ToRs, BoQs, CST, and PO.
- Administrative Management: Oversee all office administrative matters, including attendance, cleanliness, and maintenance.
- Inventory Management: Responsible for record-keeping of office inventory and memo assets.
- Additional Duties: Perform any other duties assigned by the supervisor.
Selection Criteria
Education, Experience & Working Knowledge:
- Master's degree or equivalent qualification in Commerce, Accountancy, or Business Administration.
- At least 2 years of relevant experience in accounting, finance, and administration.
- Ability to operate accounting software/ERP, preferably ACCPAC.
- Knowledge of contemporary taxation rules and experience in handling withholding tax matters.
- Preference for equally competent candidates from Gilgit-Baltistan.
