IFRC Country Delegation in Pakistan is part of the Asia-Pacific Regional setup, supporting the Pakistan Red Crescent Society (PRCS) in program/service delivery, international resource mobilization, ensuring quality and accountability to donors, coordination of National Society Development/Branch Development (NSD/BD) activities towards PRCS development, and ensuring effective implementation of the Annual Operational Plans agreed with the PRCS.

Job Purpose

The Disaster Law Intern reports to the IFRC Programme Manager and provides support to ensure the implementation, coordination, and management of the IFRC Disaster Law work and Risk Management in Pakistan.

As part of the operation team, the Intern supports the IFRC Country Delegation (CD) and partners under the supervision of IFRC Management in designing, planning, implementing, and managing Disaster Law (DL) and Risk Management work, aligning the initiatives with international Disaster Law guidelines. The Intern understands the Disaster Management context of the country, existing laws, policies, and frameworks, and researches these to promote legal approaches to Disaster Management, making communities safer and humanitarian relief more effective and stronger.

Job Duties and Responsibilities

Disaster Law:

  • Develop a good understanding of the Disaster Management context of Pakistan, the existing laws, policies, and legal frameworks.
  • Familiarize with the IFRC Disaster Law program, IDRL guidelines, Legislative Advocacy Toolkit, and other guidance documents.
  • Utilize the IFRC learning platform for relevant trainings and orientation on DL courses.
  • Review existing DL documents of IFRC and those specific to Pakistan in collaboration with relevant IFRC CD departments and the regional DL Coordinator.
  • Support the implementation, management, and facilitation of Disaster Law activities in Pakistan under the technical support of the Regional DL Coordinator.
  • Conduct research and analysis on Disaster Law and Pakistan Red Crescent laws, policies, and plans.
  • Organize technical trainings and meetings for Disaster Law events.
  • Support capacity-building efforts for the Pakistan Red Crescent Society through trainings and workshops on Disaster Law and legislative advocacy.
  • Draft documents such as concept notes, case studies, agendas, and progress reports.
  • Prepare reports, presentations, and other materials on Disaster Law.
  • Perform other Disaster Law-related tasks as requested by IFRC CD Management.

Risk Management:

  • Support the development and monitoring of program risk management systems.
  • Collaborate with the regional Risk Management Officer and Pakistan Country Delegation team to develop a country risk management system.
  • Develop an understanding of the IFRC Risk Management Policy, Framework, Process, and tools.
  • Participate in the review process for updating the risk register of the Pakistan Country Delegation.
  • Assist in establishing a workable Risk Management plan for Pakistan.
  • Develop action plans based on risk mitigation plans agreed upon by the Senior Management Team and ensure follow-up on implementation.

Education

  • Currently enrolled in a university or equivalent level or graduated recently (normally within one year from the date of hiring) in the field of disaster law or risk management.

Experience

  • Advanced skills in and use of IT systems.

  • Fluent spoken and written English.
  • Strong interest and knowledge in risk management and Disaster Law concepts.
  • Effective communication skills, both oral and written, adaptable to different audiences.
  • Ability to gather, analyze, and evaluate facts, and prepare concise reports.
  • Ability to manage conflicting priorities and handle multiple demands, including unexpected deadlines.
