Call for Applications

The United Nations – The Nippon Foundation Strategic Needs Fellowship Programme is now accepting applications for the 2024 session. This fellowship, facilitated by the Division for Ocean Affairs and the Law of the Sea of the Office of Legal Affairs of the United Nations (“OLA/DOALOS”), aims to empower the most vulnerable States—least developed nations, small island developing states, and landlocked developing nations—to strategically address pressing issues in ocean affairs and maritime law.

Program Overview:

  • Duration: Four months
  • Location: United Nations Secretariat, Division for Ocean Affairs and the Law of the Sea, UN Headquarters in New York
  • Timeframe: Mid-August to Mid-December 2024

Objectives: The programme offers in-depth and highly customized training to government officials from vulnerable States who hold crucial positions but have limited prior experience in ocean affairs and maritime law. The training focuses on strategic issues identified by the States, aiming to overcome critical capacity barriers.

Upon Completion:

Fellows are expected to apply their acquired knowledge in international legal frameworks, key issues in ocean affairs, the work of the United Nations, and professional skills to assist their States in implementing the United Nations Convention on the Law of the Sea and related instruments, as well as Sustainable Development Goal (SDG) 14 and other related SDGs.

Benefits:

  • Monthly stipend during the Fellowship, covering their time in New York and, for the 9-month program participants, during their time at the second phase host institution.
  • Return economy class air tickets between their home country and DOALOS in New York.
  • Medical coverage by Cigna Health Insurance for the Fellowship period.
  • Book Allowance of US$100 per month for phase two of the Fellowship (for 9-month Programme participants).
  • Visa support letter provided by the United Nations.

Eligibility Criteria: Applicants must:

  • Be between the ages of 25 and 40
  • Possess at least a first-level university degree or equivalent
  • Demonstrate the ability to undertake advanced academic research and studies
  • Be from a developing State
  • Be Government officials dealing directly with strategic issues related to the sustainable development of oceans and seas
  • Propose a study program directly contributing to the State’s formulation and/or implementation of ocean affairs and the law of the sea policies and programs
  • Be free of all non-Fellowship obligations during the entire period unless otherwise authorized by DOALOS.
