Romanian Government Scholarships for Foreign Students in Romania, 2018-2019

Scholarships offered by the Romanian State to Foreign Citizens through the MFA

The Romanian state, through the Ministry of Foreign Affairs (MFA), offers a scholarship program for foreign citizens based on G.D. 288/1993, for the academic year 2018 - 2019.

METHODOLOGY

1. General Conditions for Awarding Scholarships:

  • Number of Scholarships: 85 scholarships for under- and post-graduate studies in Romania, organized by the MFA and the Ministry of National Education and Scientific Research (MNE), in accordance with Romanian legislation.
  • Qualification Criteria:
    • Foreign citizens from all countries except EU member states are eligible.
    • Applicants must not hold Romanian citizenship, have not requested or obtained protection in Romania, are not stateless persons with recognized residence in Romania, are not members of diplomatic corps accredited to Bucharest or family members of those accredited in Romania, and have not previously received a Romanian state scholarship for the same course of study.
    • Applicants must have good academic records with an average of at least 7 (seven) on the Romanian scoring system or equivalent.
    • Age limit: not more than 35 years for bachelor and master studies, and 45 years for doctoral or postgraduate studies, including health field.

2. Study Cycles:

  • First cycle (licenta): 3 to 6 years, culminating in a final examination (licenta).
  • Second cycle (master): 1.5 to 2 years, ending with a dissertation.
  • Third cycle (doctorate): 3-4 years, ending with a doctor's thesis. Admission to a PhD course requires an entrance examination.

3. Fields of Study:

  • Political and administrative sciences, education sciences, Romanian culture and civilization, journalism, technical studies, oil and gas, agricultural sciences, veterinary medicine, architecture, visual arts.

4. Language of Study:

  • Beneficiaries must study in Romanian to promote Romanian language and culture. Candidates unfamiliar with Romanian are offered a preparatory year to learn the language.

5. Application Submission:

  • Applications must be submitted through diplomatic missions by the deadline specified by each mission.

6. Documents Required:

  • Official letter from the diplomatic mission.
  • MFA application form (Appendix 1) and MNE application form (Appendix 2) filled correctly.
  • Legalized copies and translations of academic diplomas, matriculation sheets, birth certificate, passport, medical certificate, curriculum vitae, and recent passport photos.

7. Selection Process:

  • MFA checks and forwards eligible files to the MFA and MNE Selection Boards.
  • Boards evaluate files based on academic competencies and chosen field of study.
  • Approved candidates' list will be announced by 15 June 2018.
